What are the rules regarding direct sales or MLM in UAE, Kuwait, Qatar, basically all the gulf countries?

I would like to know specifically if there are any special rules regarding MLM compensation plans in the Gulf area. Is this a legal method of marketing and paying distributors? If I open an office in the Free Zone, what does that mean I have to provide, as far as paperwork, from my company in the US? What if I sign up a local distributor? What is the procedure in that scenario?
