What is a good Free (or paid) Referral Tracking Software?

Hi, I work for a business that works on a referral basis. they pay their agents a commission whenever the agent refers a customer to them. therefore if AGENT1 refers CLIENT1, AGENT1 get paid also if CLIENT1 refers CLIENT2, AGENT1 gets paid again (just like a multi level marketing program) We now need a software to track all these referals. The number of clients are not huge at all. it might be around 100 clients added per year. Can you please suggest a software or script? Free software or scripts are prepared but if you know a commercial one please share it with me. Thank you
