Laws in Singapore regarding about network marketing aka MLM?

Anyone know how MLM works in Singapore, what are the rules set on those company in MLM in Singapore ? Is there any group of people who i can approach if i suspect a company using MLM as Prymaid scheme ? How much will it be if i want to hire a group which investigate on background of a company ? Sorry for the bad English... Thanks Lots !
